It's just that before they invented fire tech, or even horse drawn engines, the city of Edo was at constant risk of fire. That is, until the hikeshi - brave men who fought fire with their bare hands - arrived to take the fires out.
Well, sometimes they had hoses. And they had some tools. [Stop ruining his narration Mammon!!] But most stuff wasn't invented yet. The only way they could stop the fires was to tear down buildings and try to smother the fire or stop it in its tracks. Otherwise, the whole city might go up.
